Highlighted skills on builds? - 10 years ago

hey guys Very new to the game and noob. I just have a question about the builds I notice some of the skills are highlighted blue and some are just highlighted black does this mean, you should use all those skills but the main ones are the blue highlighted ones? Or does this mean only use and bother with the blue highlighted skills thanks for any info
